WELCOME MESSAGE

The 2021-2030 Decade, proclaimed by the United Nations for ecosystem restoration, calls for global mobilization in the face of the environmental and climate emergency that threatens our precious planet. In these critical times, we must act together and with determination to preserve the 350 million hectares of tropical forests, which represent a colossal investment of 1 trillion dollars according to United Nations experts’ estimates.

The Decade for Ecosystem Restoration is our ultimate chance to prevent a climate catastrophe.

The Summit

The Republic of Congo, as the initiator of the alliance between the Three Great Basins, hosted the Founding Summit of the Amazon – Congo – Borneo – Mekong – Southeast Asia, Summit of the Three Basins, Biodiversity Ecosystems, and Tropical Forests (S3B EBFT), in October 2023 in Brazzaville.

Challenges

Preserving biodiversity and tropical forests is crucial in the face of climate change. The Three Basins Summit brought together leaders from the Amazon, Congo and Borneo-Mekong-Southeast Asia regions to form a global coalition.

These regions alone account for 80% of the world’s tropical forests and two-thirds of terrestrial biodiversity, playing an essential role in regulating the carbon balance. The purpose of the Summit was to implement, within the framework of the United Nations Decade for Ecosystem Restoration, the first global coalition to restore 350 million hectares of terrestrial and aquatic ecosystems.

Governance

Define and adopt the main framework for Global Governance through the establishment of a cooperation agreement and the formation of the Global Alliance of the Three Basins.

Joint Advocacy

Develop a common strategy with a work program and an investment portfolio to anticipate and prepare funding requests from existing and future financing mechanisms.

Financing

Sign financing agreements with bilateral and multilateral donors, global philanthropy, and develop financial mechanisms with the private sector, including the creation of a sovereign carbon market to ensure sustainable financing for the Three Basins.

Scientific and Technical Cooperation

Establish a platform for sub-regional and intercontinental scientific and technical cooperation and enhance the capacities of the Three Basins.

Reconciliation of Environmental Law and Climate Law

Break down the barriers between climate and biodiversity issues arising from the Kunming-Montreal Agreement and the Paris Agreement.

Influence

Establish a legitimate organization for proposal and negotiation within multilateral climate and biodiversity forums.

Program 2023

The Summit took place in October of this year, and brought together Heads of State, Official Delegations, Government Representatives, International Institutions, Donors, Financing Organizations, and Experts, with the aim of strengthening South-South governance for the three regulatory ecosystems, Amazon – Congo – Borneo-Mekong – Southeast Asia.
